Library Director - City of Norwalk. Salary: $54.17 - $64.02 Hourly, $106,035.00 - $125,324.00 Annually. Full-Time. Description: Plans, organizes and directs a comprehensive program of community library and related cultural services, oversees the care and maintenance of City Library buildings, including Branch Library facilities; and administers library policies as established by the Library Board. Examples of Duties: Plans and organizes the activities, programs and services of the Library according to perceived needs of the community, current trends in library practices, and by patron demand. Administers library services through subordinates in the functional areas of reference, loans, acquisitions, programs and building management. Reviews and approves selection of books and materials by members of staff. Plans agenda items and coordinates records and files of the Library Board. Prepares materials for Library Board review and decision. Plans and implements procedures to augment Library goals and services in cooperation with educational, cultural and civic organizations. Through subordinates administers programs, such as book reviews, lectures and instructional activities to extend library services and facilities into the community. Analyzes procedures and methods of delivery of library services. Develops system improvements as needed. Oversees the automated operations of the Library. Performs near-term and long-range planning for development of library services. Prepares budget and program recommendations. Administers adopted Library budget. Oversees the collection and accounting of fees and charges. Supervises the employment and performance evaluation of staff members. Administers personnel regulations and collective bargaining agreements for Library employees. Prepares narrative and statistical reports. Provides training and development programs for Library employees. Performs routine library duties as needed. Participated in professional library associations and other professional organizations. Typical Qualifications: The skills and knowledge required would generally be acquired with a Master’s degree in Library Science and six years of progressively responsible experience in library work, including two years in the supervision of a library department. Ability to apply principles of library science to solve practical problems and to deal with a variety of concrete variables in situations where only limited standardizations exist. Ability to organize and maintain an operating budget for a multi-faceted department. Ability to plan, organize and implement near-term and long-range library development programs. Ability to present oral and written reports in clear, concise and understandable terms. Ability to relate effectively to professional and support staff and the public. A working knowledge of automated library operations desirable. Supplemental Information: This position is a Grade 9.
