Branch Librarian - Plumb Memorial Library, Shelton. General Description: A very responsible administrative position involving the organization and management of a branch library. The position is responsible for a broad range of public library functions including: planning and implementing services, activities and the Branch budget; establishing and implementing goals and objectives; personnel management; collection development; overseeing the maintenance of the library facility. This work requires that the employee have considerable knowledge, skill, and ability in all phases of library work. Supervision Received: Works under the direction of the Library Director. Examples of Duties: Takes steps to ensure Branch users' needs are met. Surveys and analyzes user needs and interests. Plans and implements services and activities of the Branch Library. Evaluates service. Establishes goals and objectives for the Branch and implements them. Assists in the development of Branch policies. Develops operational procedures. Trains and supervises staff and volunteers. Evaluates staff performance. Provides assistance to the public by performing reader's advisory service, answering reference questions and assisting patrons in using library facilities and equipment. Develops the Branch materials collection following Collection Development policy, patron requests and needs. Evaluates collection. Plans .and implements the annual budget for the Branch Library. Places all Branch orders and enters invoices in the City Finance Department computer system. Knowledge, Skills and Abilities: Considerable knowledge of professional library principles, methods, materials, and administrative practices. Considerable knowledge of books and other library materials, automated integrated library systems and personal computers and considerable ability to train staff in their use. Considerable ability to communicate effectively in writing and orally. Qualifications: Master's degree in Library Science (MLS) from an ALA accredited college or university is required, with three years public Library experience, with at least two years in a supervisory capacity, or an equivalent combination of education and qualifying experience substituting on a year-to-year basis. Job Classification: # 22 Merit System Job Classification with a wage of $60,086 to $71,531 yearly based on education & experience.
