     Introduction: In this assignment, incumbent: Collaborates with the City Librarian and the other public services administrators to provide consistent and effective oversight and management of the Library. Oversees the development of services and programming for adults system-wide. Provides direct supervision to the managers of the Adult Services at Ives Main and Ives Squared departments; coaches, develops, and ensures effective performance of these individuals. Coordinates the Library’s customer experience program. Engages staff throughout the library system in the development and implementation of initiatives and programs to improve the set of experiences for library patrons.
     PRIMARY FUNCTIONS: This is professional administration of a major element of the library system. Work involves, depending upon the job within the class, the responsibility for adult services, children’s services, technical services or information technology. Work is performed with considerable latitude for the exercises of administrative judgment and is reviewed by the City Librarian or other staff member as designated through conferences and observation of results.
     TYPICAL DUTIES AND RESPONSIBILITIES: Participates in the formulation and execution of the annual budget. Participates in the development of library plans and policies, including the Strategic Framework. Assists in the selection of personnel; trains staff; and supervises the operations of a major element of the library system.
     In this assignment, also: Has lead responsibility for the Library’s Communications and Marketing Program. Oversees the budget for this program. Develops and issues promotional materials for the Library’s programs. Prepares standard outreach packets. Works in collaboration with the Library Foundation on the development of advocacy materials. Uses the ongoing analysis of library statistics to reach new patrons and identify new opportunities for community engagement.
     EDUCATION, QUALIFICATIONS & EXPERIENCE: Master’s degree in Library Science from an American Library Association accredited library school (or its foreign equivalent); and a minimum of 6-10 years of experience in professional library work; including three years of experience in an administrative or supervisory capacity; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:
     KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES: Extensive knowledge of the principles and techniques of library organization and management. Extensive knowledge of the principles and practices of library service. Considerable knowledge of library personnel administration. Considerable knowledge of library and city fiscal and budgetary procedures. Experience managing data and voice telecommunications, networks and information technology. Considerable knowledge of trends in library design and physical facilities. Ability to supervise, direct and instruct library personnel in administrative and procedural aspects of the library system. Ability to speak effectively in public. Ability to establish and maintain effective working relationships with employees and the public.
     For this assignment, the following would be preferred: Extensive, demonstrated knowledge of the principles and practices of effective library service, library organization and management, and human resource management. Knowledge and experience in communications, marketing, and public relations. Demonstrated ability to train, motivate and supervise staff. Ability to implement effective customer service practices. Ability to design, develop, and manage projects. Experience in grant writing and grant management. Experience with graphic design, website management, and the development of promotional materials using a variety of software applications. Experience in social media and with digital technology, including emerging technologies such as makerspaces and data analysis platforms. Proficiency in the use of library computer applications. Experience with online automation and database systems. Ability to evaluate and recommend new technologies.
     SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT: This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.
