Librarian III, Head of Borrower Services - Town of Hamden. Classified/Competitive BU: AFSCME, Local 1303-115. Salary: Range 3. The Civil Service Commission announces the open competitive recruitment for the position of Head of Borrower Services / Librarian III.
     Position Definition: Plans, organizes and supervises the activities of the Borrower Services unit, including the circulation of library materials, issuing of library cards and collection of fines and fees. Explains service policies to the public.
     Supervision Received: Works under the general supervision of the Library Director. Interacts with all Library Departments.
     Supervision Exercised: Provides direct supervision to Library Technical Assistants, Library Clerks, Pages and other staff periodically assigned to the Borrower Services Desk, including their scheduling, training and performance evaluations.
     Examples of Essential Job Duties: Plans work according to established procedures. Prepares work schedules for staffing the Borrower Services Desk. Provides ongoing training to assigned staff to assure prompt and accurate loan and receipt of library materials, and that appropriate circulation and patron records are entered and maintained in an automated circulation system. Oversees billing and collection of overdue library materials. Oversees the inspection of returned library materials for damage or missing items. Follows prescribed procedures in receiving fines and fees for overdue, damaged or lost materials. Manages the correct packaging and routing of library materials through the delivery service. Performs routine Borrower Services Desk duties as part of the scheduled desk assignment. Supervises the handling of cash collected from the public. Ensures money is counted, secured and delivered to the Business Office according to established procedures. Takes a lead role of representing the Library on appropriate committees of the LION Consortium, including the topic of “best practices”.
     Assists supervisor in personnel functions including interviewing candidates and making recommendations for hiring or promotion of applicants. Reviews with supervisor scheduling, policy and personnel issues. Administers the Page hiring process including testing and scoring of candidates. Conducts department meetings at regular intervals. Prepare reports as necessary. Including monthly statistics and narratives. Evaluates Borrower Services operating procedures and makes adjustments to improve efficiency. Participates actively in the library planning process, focusing on continued exceptional customer service, improving existing outreach services from the department, and the creation of new services/programs within the department’s purview.
     Examples of Incidental Duties: Attends and participates in professional library organizations and conferences. Attends LION committee meetings. Performs other duties as required.
     Minimum Qualifications Required: A Master’s Degree in Library/Information Sciences or Business from an accredited college or university is required with five years of progressively responsible experience in a library setting including two years in a supervisory capacity; or any equivalent combination of education and experience.
     Knowledge, Skills and Abilities: A strong working knowledge of library Borrower Services and library administrative procedures is required. Expertise in modern office practices, procedures and equipment is required. Must demonstrate a proficiency in library computer operations and have a general working knowledge of other interfacing departmental applications. Must have proficiency in such productivity software as Microsoft Office and its specific applications including Word and Excel and Outlook. Must possess basic computational skills and prepare accurate cash reports. Must have the ability to maintain and develop effective working relationships with staff and patrons. Must be able to exercise independent judgment in resolving complaints concerning the interpretation of library rules and policy. Must be able to communicate effectively orally and in writing.
     License or Certificates: A Connecticut Motor Vehicle Operator’s license is desirable.
     Physical, Mental Exertion / Environmental Conditions: Performs duties in an office environment. Routinely and intermittently exposed to computer screen. May be required to lift and move light to medium weights, for example: books, other library materials, and office supplies. Must be able to hear clearly (correctable to within normal limits) and to see (vision correctable to 20/20) for data entry and to complete applications and forms. Must be able to sit or stand at a public service desk for extended periods of time. There is some stress in interacting with the public. May be required to occasionally drive to off-site meetings or training.
