GENERAL DESCRIPTION: Under broad direction of the Town Manager,
incumbent plans, organizes and directs a comprehensive library program
responsive to the community’s needs for information, education, and
cultural enrichment.
ESSENTIAL DUTIES: Ensures a respectful
and safe work environment for all by fostering a culture of mutual
respect, accountability for ethical behavior and positive leadership,
aligning policies, procedures and training with such values. Sets high
professional and customer service standards for staff and ensures
accountability with those standards. Supervises the daily activities of
assigned staff; provides performance feedback both formally and
informally. Ensures training on and enforces compliance with best
practices for safe work practices, with attention to risk management and
loss control. Administers policies and procedures. Determines work
procedures, prepares work schedules, and expedites workflow, evaluating
and standardizing procedures to improve efficiency and effectiveness of
operations. Maintains records of library activity and completes related
reports. Working cooperatively with schools, other community
organizations and Town departments, assesses and identifies service
needs of the community. Develops short-term and long-term goals and
plans for collections, services, and programs in keeping with the
library’s mission and operating policies; studies and plans development
of library services to meet present and future community needs. Plans,
implements and evaluates library services; prepares questionnaires and
surveys to evaluate public responses to library services. Manages the
selection and maintenance of library materials, including books, media,
computer programs and other material and ensures these materials meet
the needs of the community. Oversees the planning, implementation, and
management of technology to deliver, monitor and enhance library
services. Directs activities related to promoting and publicizing the
library’s collections, services, and programs within the community;
pursues public relations opportunities that engender good will toward
and promotion of the library. Drafts annual division budget; assures
effective and efficient use of budgeted funds and personnel; monitors
revenues and expenditures. Identifies, pursues and supports fundraising
efforts; prepares grant proposals. Oversees the collection and
accounting of fines, fees, and other charges. Provides leadership and
direction for major development projects, including construction and
renovation of facilities. Schedules and supervises contract services;
purchases equipment and furnishings as needed. Serves as a technical
resource to the Welles Turner Library Board. Keeps current with new
developments in the library profession, such as technological advances,
and demographic and usage trends, to design and deliver high quality
service responsive to the needs of the community.
OTHER DUTIES: Assists in employee selection. Performs other duties as required.
CONFIDENTIALITY: Maintains confidentiality of records and information as appropriate.
QUALIFICATIONS PROFILE:
Knowledge of: Principles and practices of public library service
functions, including planning, budgeting, program design and evaluation.
Information systems and emerging technologies as applied to library
services.
Ability to: Provide a respectful, equitable and
ethical work environment. Supervise the work of others through
subordinate supervisors. Establish and maintain effective working
relationships.
Skilled in: Verbal and written communication. Customer service.
PHYSICAL/MENTAL REQUIREMENTS: See full job listing HERE
MINIMUM TRAINING AND EXPERIENCE: Masters’ Degree in Library Science
from an ALA-accredited college or university. Ten (10) years of
progressively responsible Librarian work experience. Three (3) years
administrative and supervisory experience.
LICENSE OR CERTIFICATION: Department of Motor Vehicles Operator’s License
SALARY RANGE: $92,293.50 - $124,663.50 / year
